You do not have to be a resident or citizen; anyone can open up a real estate business in CR. And because of this agents are a dime a dozen. All you need is something to sell, lease or buy (and of course money) and you don’t even need a sign on the door that you are a real estate agent. No permits, schooling or business license is required; however, it is recommended that if there are some local classes on CR real estate, take one.
If you plan to get into the market, it is best to get a good attorney, to make sure the title is clear. Many agents are scam artists and titles have been forged since there is no regulating agency as there is in the US. And make sure if you do work for someone that you establish a contract on commissions, which is between 4-8%.
For more info, this company (http://www.realestatecostarica.com owned by an American) has been dealing in real estate and the sports fishing business for over 25 years, they can answer any additional questions you have. They will tell you it is very competitive market and they get inquires all the time for people looking for a real estate jobs.

Check out. The finding a broker page details what certification is all about. Long story short, you do not need a license for their is no formal licensing program. There is a three day seminar you can attend in San Jose to get certified, but the most important thing is experience and time in the field.
