What is the buying power of the USD in Costa Rica?

JDH. asked: I am going on holiday with a few of my friends to Costa Rica. The USD currently gets 517 Costa Rican Colones to 1 US dollar. I don’t imagine that the buying power is 1 to 1, so could someone please enlighten me as to what the buying power of a US dollar will be in Costa Rica?

I think their price level is for 10~15% below US level.
