Ciudad Cariari (city of Cariari) usually refers to a upper middle class suburb area of the capital region. There are hotels, condos and residences in the area. Weather is typical for the San Jose Region (Between 18-28 C, humid). It is an ok place to use as base to explore the touristic attractions of the central valley region.
There is no City of Bahia Salinas. There is the beach and I think there is a small rural town in the area (small shops, public phone, small school, church, etc). The area is in Guanacaste and there are plenty touristic spots around the area (like the National Parks of Santa Rosa and Rincón de la Vieja Volcano). The beach is a typical Guanacaste Beach. Weather will be hot and dry (for tropical standards). You can see pictures of the region in this hotel’s website:
